Position Objective:

This position will manage, coordinate , and provide recommendations to the CFO and MTA leadership on the complex aspects of short- and long-term financial planning, including those related to revenue and utilization, staffing and overtime, collective bargaining agreements, subsidies, fare policy, expenses, cash flow and the impact of capital debt and financial policies. The position is responsible for setting financial targets that are required to ensure budgetary balance is captured and reported four times a year with new, detailed , and complex financial plans. One of the key roles of this position is to provide strategic and financial guidance and support to all MTA Operating Agencies helping them set goals and objectives in the most efficient manner and within financial constraints, ensuring consistency in the application of financial practices across the MTA.

Responsibilities:
  • Select, develop , and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review the performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Establish the framework for, and preparation of, MTA-wide financial plans, establishing budgeting assumptions, expense reduction targets, and other actions for budget balancing.
  • Provide leadership and guidance for all functions and responsibilities of the department, including the forecasting and analysis of revenues, expenses, and subsidies.
  • Partners with executive stakeholders to build relationships that facilitate realization of business value and savings.
  • Maintain relationships with Federal, State , and City officials and staff, and with the financial banking community, involved with the various aspects of MTA finances.
  • Supervises the workflow of the MTA Board's Finance Committee and supports the Committee Chair in the running of meetings.
  • Coach's direct reports to PARTICIPATE IN cross-functional teams using financial data analytics, and cost modeling to identify and leverage high-value opportunities that deliver innovative and sustainable value, operational efficiencies , and risk mitigation to the business.

Required Qualifications:

Required Knowledge/Skills/Abilities:

  • Must have extensive knowledge of financial planning, analysis, forecasting , and budgetary control techniques.
  • Demonstrated analytical capabilities and quantitative skills.
  • Must have knowledge of the MTA organization and the financial structure of the MTA and the constituent Agencies.
  • Must have knowledge of State and local government financial and political processes, including knowledge of government taxation and subsidy funding as they relate to sustaining MTA operations.
  • Excellent communication and interpersonal skills.
  • Demonstrated ability to work in a high-profile , high-pressure environment.
  • Excellent organizational and presentation skills.
  • Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area(s) of responsibility.
  • Demonstrated ability to work with all internal levels within a given organization, including the MTA Board.
  • Demonstrated ability to communicate and interact well with internal and external stakeholders, including the Governor's Office, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.
  • Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
  • Demonstrated proficiency in Microsoft Office Suite.
Required Education and Experience:

  • Bachelor's degree from an accredited university or college, with a preferred concentration in Business, Finance, Economics, Public Policy Analysis , or related field.
  • Minimum 12 years of progressive budget and finance experience, performing as both an individual and team contributor in an analytical capacity and reporting to upper management.
  • Minimum 5 years managing staff and assignments

The F ollowing is/are preferred:
  • Master's degree in a related field.
  • Familiarity with the MTA's policies and procedures.
  • Familiarity with the MTA's collective bargaining procedures.

May need to work outside of normal work hours (i.e., evenings and weekends)

Travel may be required to other MTA locations or other external sites .

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
