Job Description

PACO Group, Inc. (PACO) is expanding the team supporting MTA Construction &Development (MTAC&D) as it replaces its legacy Project Status Reporting (PSR) system with a modern, data-driven platform. Reporting &Analytics Consultants will build real-time dashboards, predictive analytics, and AI-enabled insights that integrate with PeopleSoft, the Capital Accounting System, IMPACT, and other enterprise tools. The work directly informs executive decision-making for one of the nation's largest capital programs. Core Responsibilities (all levels) Design and develop automated ETL/ELT pipelines that synchronize project-controls, schedule, and financial data in real time. Create interactive dashboards and KPI reports (PowerBI, Tableau, Oracle Analytics, or similar) with role-based security and drill-down detail. Automate the month-end Roll-Forward and PSR processes to ensure accuracy, auditability, and on-demand availability. Establish data-quality checks, validation rules, and documentation (data dictionary, lineage) aligned with MTA InfoSec standards. Translate complex analytics into clear, actionable insights for stakeholders at all levels; support user-acceptance testing and training. Additional Expectations by Level Senior Specialist - Additional Responsibilities Architect enterprise-wide data models and set visualization standards across the program. Lead analytics workstreams and mentor junior analysts on coding best practices. Develop advanced machine-learning models for risk forecasting, schedule optimization, and automated narrative reporting. Coordinate Agile sprint planning, backlog prioritization, and release schedules. Present adoption metrics, ROI, and roadmap updates to MTAC&D executives and PACO leadership. Intermediate Specialist - Additional Responsibilities Build and refine dashboards, data models, and SQL/DAX/M queries under senior guidance. Assist in developing predictive analytics (e.g., regression, time-series) and conduct data-quality investigations. Document ETL processes, prepare test cases, and help deliver end-user training sessions. Track user-feedback tickets and collaborate on iterative improvements to dashboards and reports. Minimum Qualifications (all levels) Bachelor's degree in Data Analytics, Information Systems, Engineering, Finance, or related field. Hands-on experience with at least one major BI platform (PowerBI, Tableau, Oracle Analytics Cloud, etc.). Proficiency in SQL and data-modeling principles; familiarity with APIs or middleware for system integrations. Strong written and verbal communication skills. Preferred / Bonus Skills Python or R for predictive analytics; exposure to Azure or OCI machine-learning services. Knowledge of project-controls data (cost, schedule, risk) and tools such as OracleUnifier and PrimaveraP6. Experience working on transit, infrastructure, or other large public-sector capital programs. Certifications: Microsoft PowerBI Data Analyst, Tableau Desktop Professional, PMI-SP, or PMP.
